As far as your question about the airbrake endorsement by interpretation of the federal regulations as described in this article it appears that
as long as the other criteria apply and your GVWR is under 26,000 lbs there is no allocation for "Air Brake endorsement and in order to get that endorsement on your license you need to take your road test in a qualifying vehicle in which case a qualifying vehicle is one with a GVWR of 26,000 lbs or more. Now keep in mind the State laws may supersede the Federal guidelines providing they at least meet the minimum standard as set in the Federal Regulations. So to be certain your State does
not have a more strict requirement which would require you to have the endorsement on any size vehicle with airbrakes please contact your State DOT department as recommended in the above article.
